I don't think Twelve is anywhere near The Timelord Victorious. If anything, he's the opposite. I don't mean re. the outburst (will get to that), but he steps aside, lets people chose for themselves, when his default mode for so very long has been to make decisions for others.
That said, I think he has changed significantly from Eleven. I said in my post how it's more like a re-boot, that he reminds me of One. Very arrogant and rude and oddly... almost younger than Eleven? I'm not sure this makes sense to anyone except me, but Eleven was always old. Young face, ancient soul. Twelve has sort of been turned inside out? Old, brusque face, but far more young in his soul. Searching ('Am I a good man?'), and actually a little insecure underneath.
But I'm rambling. Are you familiar with Ace? I think Clara might be following Ace's arc, which makes me terribly excited, and would explain why he's being somewhat of a bastard.
As for Clara's outburst - I think a lot of it has to do with Danny? He was being a complete and utter jerk towards him, even before he knew who he was, and I think Clara is - apart from everything else - massively disappointed. He is supposed to be her best friend, and he treats the person she loves like dirt. (Once she calms down she'll start seeing it from his side again I'm sure, but in the moment she can only see her own POV.)

Huh. That comes closest to making sense of the otherwise inexplicably cruel remark about taking the stabilizers off the bike. Not in any way excusing it, mind.

Yes. Not taking Journey Blue with him is one thing: at least he smiles at her and says “I think you’re probably nice; underneath it all I think you’re kind; you’re definitely brave; I just wish you hadn’t been a soldier.” The treatment of Danny, by contrast, on a shorter acquaintance, feels uncharacteristically awful (“Nope, sorry, no, I can’t retain that. I’ve tried, it’s just not going in.”)
ETA: And, for crying out loud, the Brigadier ending up teaching mathematics in Mawdryn Undead. It’s not like there isn’t a precedent among the Doctor’s close friends for soldier-turned-maths-teacher.
