So... even with Luceti's power-restricting thing, Legato can still be kind of a godmode.

Character name: Batman
Defenses?: No supernatural defense. Batman does possess a will of iron greater than most men, however.
What is the extent of what he is allowed to do?: You can try to get into his mind and control him. He's not perfect by any means, though expect to be met with a lot of resistance on Batman's part. Him doing something out of character, such as using a gun or killing someone else? He'll probably break out of that, just saying that up front. Generally speaking all of Legato's abilities should work on him considering he's only human and has no specific psychic resistance.
If puppeting is allowed, what is the extent of damage allowed?: No death by puppeteering unless it's cleared with me in advance. Otherwise, up to moderate injury and unconsciousness is fine. Try to avoid broken bones because Batman has a much more difficult time recovering from such maladies than many of Luceti's heroes. Healing magic is always spotty on the subject of broken bones and it's an issue I'd rather not deal with.
Other notes?: Batman's iron will in the DCAU is actually how he resists the psychic influence of Dr. Destiny in an episode of Justice League. That said, unlike Legato, Dr. Destiny had to deal with the conscious mind, making Batman's brain something of an impenetrable fortress. Otherwise, there's not much of note here.

Defenses?: None
What is the extent of what he is allowed to do?: If Legato really wants to go after him, there's really no way he can resist anything he does. I'd prefer that he doesn't die without consent first, but Thirteen's pretty much a normal human. If for whatever reason you want him to mess with Thirteen, he pretty much can.
If puppeting is allowed, what is the extent of damage allowed?: He'll try to resist and likely fail, but Legato can basically make him do whatever. Again, death's gotta be cleared first, and I would like broken bones to be too (less of a big deal than with Batman, considering Bats has to be ready to fight at any given time). Otherwise, pretty much anything goes.
Other notes?: Got nothing. This guy's about as normal as they come. Legato won't even have a challenge with him.
Character name: Adell
Defenses?: Complicated. Adell's a different species entirely, being a demon. He's also extremely powerful in his own right and possesses a shounen hero level of willpower. I'm not sure if his raw power would make him hard to control or not. He technically has no stated psychic defenses, however.
What is the extent of what he is allowed to do?: Assuming Adell's demonic heritage and power have any play in matters, Legato's Mental Shock power will probably flat out not work on him at all. He can still be telepathically communicated to and detected, however.
Puppeteering is a tough matter. Adell has enough destructive power on his own that he could probably take over a Netherworld if he really wanted to. Of course, having that power be amplified by Legato's control would just be... tough to deal with, especially for anyone trying to stop him. Legato can try it, but expect Adell to try to resist it at every turn.
If puppeting is allowed, what is the extent of damage allowed?: As for self damage if puppeteering comes into play? No death, but you can beat him up pretty damn good. As a demon, he heals at a highly accelerated rate compared to normal humans, so even if he gets critically hurt, he'll be back on his feet in a couple of weeks if he gets treatment, even less if he gets magical healing too. Adell will probably fight the mental control with all of his might, especially if he's being forced into doing something out of character or not his style.
Other notes?: Yeah, a lot of this hinges on whether or not being a demon makes a difference. If it doesn't, he'll just fall back on that indomitable will he has.
