This is a big step for them considering they don't have any reason to change their laws or make their society moderate at all.
At least this cracks the door open a bit and hopefully further progress can be made once people stop having to fear for their lives any time they oppose the government.
I think they have to change their laws slowly because if they do it too quickly they will just be accused of becoming western and that will bring more violence to that region.
