Ok, I'm putting together a list quick since I'm thinking about it:
1) Paris Hilton - choosing a new young and foolish celebrity. 2) Queen Elizabeth II - My grandmother hopes she'll live long enough to pass the crown over her son straight to William - he's old enough now and out of college... 3) Willem Lange - VPR commentator who does a lot of stuff but sounds so old. I love his commentary, I have to admit I've worried about not hearing him when he dies. He'll probably drop a tree on his head while cutting firewood or something. 4) Michael Gambon - Plays Albus Dumbledore in the movies - the first time I saw him playing the part I thought "he's too old, he'll die before they're done with the series" if it happens there will be rumors of the position being cursed! 5) Imran Khan - another political opponent of the current power in Pakistan... 6) Dmitry Medvedev - appointed by Putin to be a presidential candidate in Russia - I don't know if being backed by Putin makes him more or less likely to die... 6) Axl Rose - I wanted an old musician, he seems like as good a choice as any. 7) George H.W. Bush - Wikipedia just told me about the curse of Tippecanoe, so I figure I'll add him just in case 8) Dick Cheney - because I'm amused by the idea of President Pelosi 9) Fidel Castro - he's even admitted some day he'll have to step down. 10) Fred Thompson - I admit, I found him on a list of famous people with non-hodgkins lymphoma and decided I'd feel least bad about him. 11) Tom Brokaw - on the list of people I'm surprised to learn are still around 12) Barbara Walter - also from the "old TV anchors" list 13) Drew Carey - just to pick someone really randomly.
Thought: my list is full of old people If anyone from this list dies in the next 4 days I'm gonna be cranky. Bhutto was the most certain guess on my list...

Dmitry Medvedev is a good choice, though I think you might be a year early. Putin can't run for prez again due to term limits, but if he become Prime Minister next election, he can regain the presidency if the sitting president dies. I don't think they'd actually assume their new offices till '09 though.
I'm thinking someone who knows they can't get to Putin will take out his successor after he's been nominated but before he can be elected to try and prevent Putin from getting to Prime minister.
My problem with this list was I had a handful of well thought out choices and then I was reluctant to randomly guess other people - but that's what I ended up doing for the second half anyway.
