I don't know I think straight out stealing is different. When Dean hustles pool or poker he's not really stealing, he's playing a game of chance that he just happens to have greater strategic skills at. :) When he's faking credit cards, he's using fake names and scamming a corporation at least in his mind.
He fakes identities pretending to be cops, doctors, priests, etc because it's the best way he knows how to do his job. It's along the same lines as being an undercover cop or a private invistigator.
The food was out for anyone to take when he was pretending to be a priest, it's not like he was stealing it so I don't think that's really comparable and as he probably knew what it was like to go without food occasionally growing up, free food would be hard to pass up. :)
I don't find the idea of him considering it, under the circumstances of the earlier story, to be that outlandish. Because there is one thing that we have seen makes Dean willing to compromise himself--his family, Sammy. Back in the day he was probably more afraid of being caught by the law stealing than of being caught hooking, esp. when it was right across the street from where he was living. He could always say he was just hanging out and had reason to be there.
