Ministry note: There is no record of Vance applying to officially inform anyone of the wizarding world, so if this resolution was carried out, it was done so illegally.
However, given the type of paper and the fact that the wand was drawn by Vance herself, it seems the Charms (if she even attempted them - compare with 1993's diary entries), were not successful.
