As for the icon, feel free to snag it if you need a PotO icon. The creator actually has TONS of beautiful Phantom icons for use in her LJ. (You can find her LJ linked in the comments section for my userpics. I hope. It should be there.)
The mood pics are a pain in the arse. I'm sure you know that LJ has quite a few mood themes available in general, which you can select somewhere under Customize Journal. The specialized ones you can find in sundry communities or personal blogs like crackified. They take some patience to put in place. Here's one set of instructions for how. If you're a member of any fandom-specific communities, you can always ask around for directions to a mood theme of interest.
Or you can make your own. I've thought about creating a Snape-centric mood theme someday with fanart instead of Alan Rickman images. Someday. When I have looooots of time to waste. Not only on the cropping and organizing of images, but also getting the permission to use them from the artists!
There are tons of HP themes out there, of course. It's just a matter of finding 'em. The site I linked above has a few, in fact.
