Basically, as I understand it, the loss prevention department of 7-Eleven is telling me "We want you to come forward with wrongdoings you see at the store, but, we're not going to do anything about it, and you're going to have to deal with the consequences of your actions."

Sure makes me want to bring employee theft to their attention as much as possible..
