Oh yeah... this was one other bit:

Instead of calling in air support or firing into civilian homes where Taliban fighters have sought refuge, commanders will be instructed to reach out to tribal elders or undertake other efforts to dislodge the fighters."

Yes, hyperbole, but for all the hysteria of old comparing Iraq operations to Vietnam, they're certainly doing nothing to avoid turning Afghanistan into something that actually does resemble the problems of the Vietnam conflict (wherein Iraq never did).
As a method to dislodge aggressors from civilian residences, I suggest that they draw a large X on the desert floor, place a saucer of roadrunner food at the middle, and suspend an anvil directly over the foods. Surely, this cannot fail to dislodge someone with intent to kill from a place of safety into a realm where they may be counter-killed freely. Oh yeah, and then you can drop the anvil on the guy while he's eating the foods! It's such a good plan!
