I realize that this is false hope if sufficient funds (that cannot be re-appropriated later by congress) aren't secured , and that it may not even be passed (or have so many worthless riders attached that it becomes a double-edged sword); but it's very cool that somebody is willing to push and stretch the envelope a bit.
