could be time to change the filter and wash the pebbles in the bottom of the tank, hold a lot of gunk do those two things

As the person above said, the filter may need changing. Also, the tank itself may have algae in it. If you add a plecko or some ornamental snails then they'll eat the algae. Also, make sure the plants are fresh and not fraught with black spots. If the plants smell then no amount of changing the water will help. The absense of plants will decrease oxygen levels in the water and increase smells also. In fact, everything increases smells in the long run, so never mind. The real purpose of this post was to use the term "ornamental snails" in a paragraph.
