Quite possibly. But the only reference to a high king I can think of offhand is what'shisface, who united the clans. He would possibly be buried in the vaults...

Possibly? I think it may have been Sealander. (I don't know - and my copy of First Rider's Call is currently on loan :( ) Yes, I'm pretty sure we get to go visit Agemon again, but... what's up with the horsie? I mean, she is a rider, but what happened to The Horse?

I'm almost positive Zachary isn't High King. Though... I could be wrong. I think there may be something about it in FRC, when they're planning his betrothal, but... arg.

...I don't know. I was actually talking about this today with a guy with surprisingly similar literary interests, and... neither of us really agree that it could work out the way we'd particularly like it to. Yes, Karigan/Zachary is absolutely adorable, snarky, funny, etc, but... I think she needs to resolve the Alton thread, as he still thinks she conned him into breaking the wall, and then... I think Zachary may end up with Estora. Which wouldn't be bad, as long as he (and Kari) didn't think it could work both ways. But... arg. My inner romantic squirms as well.
