A quote from DWM 383 concerning Series Finale

RTD writes in the TV preview section for The Sound of Drums and Last of the Timelords:

Addressing the fact that the series finale is rather dark:

"I suppose that's true," considers Russell, "but we never make conscious decisions of 'Let's go darker!' or 'Lighter, lighter!' The only rule is: Follow The Story. If the story's about Giant Killer Rabbits, then it's probably going to be fun. If it's about the Doctor's ultimate nemesis, then it's got to get darker. Each individual story decides its own tone, that's all we ever do."

Okay - how can the Doctor's ultimate nemesis mean anything else than what I think it does?
