Because there's no such thing as too many psycho killers
So, Hayley, while there's definitely something wrong in her head, is actually a pretty normal crazy. She only shows said crazy when she has a target. Targets only come up when she has someone to get revenge on, either for herself or someone she likes.
Hayley's psycho schemes are a bit different than the usual hunt and stab. Instead, she stalks and plans for a good while, then takes a day to lure the target into meeting with her, then restraining them and unleashing her 14-year-old wrath on them over several hours. Considering her size and intents, her method of attack is torturing the target mentally to the point that the day ends with the target hanging themselves. Of course, she'll have figured out that, ideally, she really shouldn't cause anyone physical harm while she does this, and hanging people won't have much effect thanks to the system, but she'll still be willing to do some damage to jerks.
