Toph was building.
It wasn't obvious right then. Right then, she only had some ditches and a couple of protruding boulders to show for it. Right then, she wasn't doing much more than shifting some small clumps of soil to create a loosely packed hillock in the center of her playground. A black ribbon, found amongst the flowers, was tied about her wrist and so far she was deliberately ignoring anyone who came on deck.
Well, ignoring them as long as they stayed away from her construction site, anyway. She was working here.
