They've obviously been looking for them and been unable to find them. One of the crew was killed down on deck 13. Alice. You know how quickly the Captain takes care of the one responsible for killing a member of the crew. They cannot touch these two for some reason.

So either the Captain condones this, or he is unable or unwilling to stop it. It would imply that Shayn and Asad have some sort of value to him, then.

He kept them on the lower decks. Passengers down there are confined to only one deck. In my opinion, it's so he knows where they are.
