The ship exists, as much as anything does. It's just not a cruise vessel.

The "ocean"... All indications are that it's inhospitable to the point of being deadly. The crew seems to think it's beyond our capacity to cope with.

[Kusanagi clearly doesn't think much of that opinion.]
