001. Choose a picture and crop it down to 100x100 
I used this picture of Taylor from Paramore



002. Now change it to black&white (my picture is already black and white, but I'll show you how to get your picture this way)
-sharpen your pic
-duplicate your layer
-fill it with black and set the layer to "color"
-merge all layers
-duplicate your picture and set it to screen and do this multiple times until it get really bright (I did it 10 times)
-Then on the last your last layer (which is your 10th) set it to multiply opacity:85%
-and there you go!

003.Put this texture on the icon and set it to lighten (texture credit: kao_san (im not sure I found it on textures_r_us)

004. Merge all layers

005. Now using your elliptical marquee tool, make a circle anywhere on your icon and fill it with a color set on overlay.
- I put my circle near the bottom right corner where there was room and used this color : #FF0000

006. Finally write whatever you want in a white font and place it anywhere on top of your circle.
- I used the font King Cool KC on size 34 and heres your final product!
