Gareth is continually making up new bad guys (or good guys... it depends on how much he likes them after they are done) for his comics.
This is based on one of his latest ideas called Powercord. This poor guy was involved with some radiation accident (there tend to be a lot of radiation accidents in Gareth's stories. You'd think there would be congressional hearings). His hand was burnt off but on the positive side he had a number of power cables burnt/fused into his forearm.
I sketched this while attending a talk that was in Spanish; the translation broadcast being beamed into my headphones failed and so I was bored.
