Rose hadn't been doing too much when she received the message on her mobile. The days were for the most part quite routine, horribly so for her. After all the last time days had been routine was when she had been a shop girl. So the vague message was quite welcome.
Helen took the time to look around at the city corner around her. Even after being in the city for months, she couldn't see the place as home or even a temporary home. It was a prison and she was trying to make the best of that prison. That was all.
It didn't take Rose long to reach the cafe. She waved when she noticed Helen looking in her direction. Not that the woman would've missed her brightly colored tee that day.

"Of course. The facility I lived in was in America. All of my team members, except for the rare few, were from America." Helen paused as the waiter brought the tea for Rose. "That actually is why I wanted to meet with you today."

Rose took a sip from her tea. The look on her face said it'd do nicely. "Oh I've heard. I've been wondering what I might do. I'm not working in a shop again." She frowned at the thought.
"I thought not." She said. Rose didn't seem to be the girl that would do the normal thing. After all, what normal girl would go into an abandon building and search around for files regarding the history of the building.
"With the help of another person in the city, I'm looking at setting up a branch of my facilities here. I was wondering if you might be interested?"

"Really?" Oh Rose looked quite interested. She knew following the message would be a good thing and here was the proof of that. Something she could help with! "In that old building or somewhere else?"
She paused a moment as an idea came to her. "Would you need the whole building?"
"It all depends on how many people we would be treating." Helen said, leaning forward. "Rather, my friend and I would be treating them. However I am in need of a few people who can work the streets... in a manner of speaking."
"Well, Torchwood El Dorado wouldn't need much space if you'd like to team up." She grinned. "I had thought about setting up a proper hub but ... I never quite liked all the paperwork." It took away time from her running about taking on the latest alien visitors, or invaders, after all.
"I've got experience 'working the streets'." More than a bit.
"I usually work with a small team. We investigate the abnormal claims, or if need be, go out and speak to the abnormal community... or even bring them back if we are in need." Helen did her best to try and make it sound as if it wasn't a bag-and-tag. There was that element sometimes, but it was so much more than that.
"I doubt there will be much of a problem here. The city has no crime rate at all."
She made her way toward the cafe.
