Ok, so your description above actually help. To me, Photoshop is a tool that help to convey a certain idea, concept. In knowing what concept you're trying to achieve, comes realizing what techniques to recommend.

If I squint my eyes and look at your image, everything seem to exist on the same plane -- there is no hierarchy, not really a point of focus. I'm not really sure where to look or what to look for. Once you decide what you want the audience to focus on, for the example the subject's hand, perhaps you can use lighting to emphasize her hand. Since the image is titled "Magic" -- perhaps show us some magic with tiny sparkly star dust surrounding her hand, etc. or maybe she's summonsing a crystal ball like this one and her hand is the brightest part of the image while everything else is fading away or dimmer in perspective. You can make her skin glow while you're at it and there are a bunch of ways to do that in Photoshop too. Then again, this could not be the direction you want to go into. I don't know...just making things up from the top of my head simply based on the title of your image.

I'm not sure what your knowledge in art entails, but if you already know this, feel free to ignore. I always believe that knowing the basic well can take you very far so I recommend this site:
