The Lolita-Community may be not such a close community like your definition, but I think it can be called a community nonetheless. Because for example if you travel to another city or even another country, you can always ask if some local Lolitas wants to meet up with you, and you nearly always find some Lolitas who are willing to. And if something really bad happens to another Lolita, I'm sure that other local Lolitas would help out.

But on the other side I wouldn't want Lolitas to be a really close community, because such community would mean that you can't access it easily. Because if all people are personally really close related to each other, you would need to prove that you are a trustful person and bring value to the community. And everyone who just wants to meet other Lolitas for fun every now and then would be excluded from this community.

To your argument that it could be beneficial: I think many Lolitas are really open-minded to new people and I think in Lolita it is pretty easy to find friends. I am a very shy person but my local community was really friendly and invited me to their meet-ups, so I found many friends in my community :). So that means we don't need to be a really in-depth community for people who might not find friends easily.
