I actually have the parasol in the first link (the A/P Frill Folding Umbrella). I ADORE IT. It's easily my favorite parasol (I own three now--one offbrand, one Meta, the AatP one). I haven't noticed it "flopping" about in heavy wind at all. Now obviously, I haven't been using it like a sail or anything in high wind scenarios, but it stands up to pretty high winds. I live on the prairie, so there's no trees to block that wind--and it's held up very well during windy, blustery days. The spokes are really well made (they aren't warping or anything), the pole is strong (my Meta one came bent--so I can't say the same for them, though I hardly blame them for shipping issues), and the fabric quality covering it is really nice. Overall, the parasol is VERY sturdy and well made, and I'd really recommend it

I have a non-folding parasol from Baby and I adore it! However, it is true that it's a bit bulky, especially since I travel by bus. It's pretty easy to open and close and you can hang it up in your closet so it's not that unconvenient for storing, it's just a bit annoying when you have to carry it for a whole day because it doesn't fit in a purse, unlike a foldable umbrella. However since I have only two parasols/umbrellas, I can't say if it's going to be annoying to store if you have, say, 5 of them. I can confirm that it's very sturdy and doesn't have a tendency to flip over, even in presence of a good wind. I'd imagine this would apply to AatP parasols too.
I have the parasol in the second link (AatP Rich Frilled Umbrella) and it's very nice. Quite sturdy and very pretty when folded up, I mostly use it for sunny days to cut down on UV exposure rather than on rainy days, because the canopy when open is a bit small - it's okay for one person wearing normal clothes, but it doesn't always accommodate two people or very full lolita skirts.
One thing to consider is whether you are forgetful about umbrellas! I have a terrible habit of leaving mine behind, especially on days when I don't really need it for rain or bright sun. As a result, I find my collapsing one (from Meta) is very handy, since it fits in my purse and I don't have to worry about forgetting it, but I'll still have it with me in case I need it.
For storage on longer parasols, I have an over-the-door hook that fits on my wardrobe door that I use to hang up my parasols, which keeps them organized and nicely displayed.
I think you'll be happy with either one, they're both very pretty and versatile!
I have one foldable umbrella from AatP (I think the first one) and one from Baby. They're both really good, the only bad thing I have noticed is that when you use them in rain the umbrella's "skeleton" can get quite rusty (unless you really make sure to dry it properly each time, I guess) and stain on the fabric. In the case of my ivory btssb umbrella that left some orange marks... but I can tell the same thing has happened with the other one, it's just that it's black and less visible. Other than that, they're both very good, nice sizes and pretty easy to carry around - although as someone mentioned, they don't really fit in bags.
I have an AatP one and an Angelic Pretty one, both nonfolding. They are actually both really similar in design and both are pretty sturdy. The AP one has a button and a piece of metal that clicks in place when the umbrella is closed while the AatP one does not, and I think the spokes open up slightly differently? Pricewise they are similar as well (around $40 - $50) since the AP one is a nonprinted one. I haven't used them in the rain however, but they are both sun/rain compatible. I have seen an AP folding umbrella and I think it didn't do too well under strong wind, but then I wouldn't expect a small umbrella to hold up in that kind of weather.
To be honest, I don't think you can go wrong with any of the brand umbrellas - most of them are sturdy and fairly priced. I personally like nonfolding umbrellas because of the look, but if you want this for more everyday use, a folding one is probably better.

Other than that, they're both very good, nice sizes and pretty easy to carry around - although as someone mentioned, they don't really fit in bags.
