Japonica Market Question

Hi! I want to try bidding on mbok for the first time and I've heard wonderful reviews for Japonica Market. I sent in an order form and they quickly sent me an invoice via Paypal for 15,538 yen (15,000 item cost and 538 yen for Paypal Fee) The thing is on their website it lists the Paypal fee they charge as 3.2% + 40 yen. According to my calculations it should be 15,520 yen not 15,538. It's only a 18 yen difference but then they email me back (very quick communication by the way) saying it's a 3.9% fee (okay, they should probably make the change on their website) then emailed back again "My mistake it is 3.2% + 40 yen."

The math still doesn't add up! Either I am doing the math COMPLETELY wrong or I'm not understanding where the PP fees take place.

Anyone else notice this?
