Arguably lolita can be done without petticoats but it simply does not look right in my opinion unless very carefully orchestrated.

Cosplay and cat ears, on the other hand, are not lolita and can never be, not really. For me, the mere idea is the quintessential essence of "ita" and I know in this I'm not alone.

I highly suspect you are trolling which is why I'm making very little effort to temper my comments. Either way, I think you should expect to end up on next week's Behind the Bows for admitting pride in breaking some pretty important lolita rules.

I don't mean to be rude or anything but... wouldn't it be better if you got a full grasp of Lolita and a certain experience in this fashion before "breaking the rules" ?
Of course, you can do whatever you want with what you wear, I'm not judging anybody based on how they dress, but if it were me, I'd try to get the full Lolita look right before thinking about trying different things =). Because, even if it's very good to aim at having your own style, when you're a beginner in something (not only Lolita, but any other "hobby"), I believe it is important not to burn the steps and do things little by little. There again, you're free not listen to what I say, I'm merely offering advice ;).

A lot of the time, a coord just isn't lolita without the petti, and the cat ears don't help, but it doesn't mean you aren't still cute.

I don't really think of them as rules, I think of them as guidelines that define a style. Like, if you wear a pair of khakis, a polo, and a cardigan, you aren't dressing punk. It doesn't mean you're "breaking all the rules", you just aren't dressing in a way that defines punk.

I think that's cool. ^.^ The petticoat bit makes me think of this: Silhouette vs. Aesthetic: What Makes Lolita "Lolita"?. Also, I've seen cat ears look good in lolita (see this post by Parfaitdoll), although it can be difficult to pull it off/make it look balanced with the rest of the outfit, especially for newbies.

Oh, and last but not least, lolified cosplay is awesome. These lolitas, for example, did some adorable Doctor Who cosplays with a lolita aesthetic.

I've never seen someone new to the fashion be so eager to break the "rules" (usually they're focused on not accidentally breaking them), but seasoned lolitas definitely do it. I wish you the best of luck!

The only thing with the lolified cosplay is that a lot of the time it's just nerdy lolita in my opinion. It's just someone taking their likes and incorporating it into their lolita. Honestly, I think that's half of what fashion is incorporating what you like into what you wear. But that's just my opinion but I do love that kind of stuff.

Petti-less lolita can work for casual lolita I suppose? You could get one for very cheap, even just a tutu (which is what a petti essentially is) would work. Party City ones do the trick, or you can pick one up around Halloween time for sure.
Cat ears?
... I have a problem with those even if theyre wearing them for shits and giggles.
I hate them regardless.
Troll or not, it needs to be said. Someone in my comm just posted a photo of himself in cat ears and "lolita" so I feel obligated to say that most animal ears (with some exceptions) ruin any coordinate.

Tutus and pettis usually don't have the same shape. Some tutus will work and some others won't. ^^; Halloween pettis are also essentially so cheap that they will lose their poof after a couple of wears only. Also imho, even in casual, a small poof is required.

Petti are impractical when I get to wear me outfits, it's just a bit too much fluff for times when I'm working. Since my skirts are made to be be a bit fluffy alone. I've looked t those halloween ones and at least where I live they are way too short and made from some scratchy stuff they scare me. I'm not too into buying something like that I can't touch. So far it's not been worth the investment.

I can admit there are times when they would be really out of place, but there are times when they can be ok. (I'm looking for these times)
