I have caught random strangers sneaking pictures of me in public more times than I can count. It makes me so angry! In the most egregious cases I have stood up and said something about it to their face. I actually shoved my hand in someone's expensive camera lens once. If someone asks me politely for my picture on the street, I will usually say yes! It is rudeness and invasion of my personal space that bugs me. Dressing in lolita, goth, or whatever of course attracts lots of attention. It gives people the chance to start a conversation with me about it, but not to invade my personal space if I politely decline.
The blog you described is inappropriate and in very poor taste. Since it is made by a student targeting other students at the same school, I would make a complaint directly to your school's administration. Lurking around campus and snapping clandestine pictures of girls without their permission or knowlege is beyond rude, it is downright creepy. Any legit blog photographer will approach you and ask permission to take your picture. While this may not be a case of "bullying" it is a case of improper student behavior and merits investigation. Any creepo that demonstrates this kind of antisocial behavior should be disciplined and have a psych screening.
If you decide to confront your school's administration, be confident and explain how you view this as a personal violation. Sadly authorities can sometimes be dismissive of women/members of alt culture. Don't get discouraged if the first person you talk to doesn't take you seriously! You are in the right here.
And, why are people obnoxious to us? As my grandfather always said, dressing differently simply "increases your target diameter". It is their problem, not ours :)

I even have reason to believe the twitter account was not created by a student from my school at all, which renders the situation even more uncomfortable and disgusting. The main body of the feed is students targeting other students, which not only reflects very badly on the college, but reflects badly on the students themselves. They are attaching themselves to hurtful comments about others and embarrassing pictures of students they probably don't even know. Word came to me today about the girl who criticized me; she apparently got in a large heap of trouble the weekend BEFORE Halloween (the main basis of her comment was that I was too early for Halloween,) dressed in costume and causing issues at another freshman dormitory.
I've spoken to the Residence Director about the twitter and why I was upset with it, and he said he'd take it to the right people in the College. He mentioned that there may not be much that can be done due to the legality of all of the photography issues we've discussed earlier on in the thread, but this is still an invasion of privacy and I would at least like to get the photographs taken from the feed. I don't find it fair to only have mine removed when other students' pictures show them in slightly more compromised positions. I will confront someone higher-up if need be, I don't mind fighting for something that caused me to feel disturbed and uncomfortable.
