I'm pretty sure I know the answer, but is the contest limited to clothing made for people, not dolls? Probably so! Just, if it's not, I'm about to make some lolita doll clothes, and one of my fabric choices is a Halloween tartan :)

It is fine to model the clothing on a doll! Just make sure you co-ordinate it for the extra points! :)

Does the item have to be made from scratch, fabric alone? or can we take another item of clothing and turn it into a suitable lolita piece?

Hmm good question!
I'd say it's fine to use a piece of existing clothing if you're pretty much unstitching/re-patterning and reworking the whole thing. If you're just using an existing tartan dress and just stick a bow on it, then no that doesn't really count XD
