Question About Selling Inspired/Custom Dresses In The United States

Hi there, so I'm curious about a few things dealing with cutom print dresses and prints inspired by movies or games and about whether or not you need a licence to sell your own things online to others.

So firstly, what are the rules with making and selling dresses with prints that were inspired by movies and games? Such as work like that of Vitae Clothing (I know it's not centered in the US however if I were to do something like her) where she has Super Mario and Katamari print dresses. Do you have to have permission to use Nintendo's characters and games to inspire a skirt or dress?

Second, do you have to have a license in the United States to sell your dresses online/own your own online based business? If so how do I go about getting one?

I want to start my own line of lolita and otome kei, however I want to get everything straightened out so that I don't get myself in trouble. So if anyone could help me I would greatly appreciate it :D
