WANTED: Advice on Modifying a Skirt
Hello ladies and gentlemen. I purchased a skirt at Buffalo Exchange that was on their 50% rack and ended up paying only $5.50.

I planned to shorten this skirt since I wouldn't ever wear something this long ever. I am going to have to use the material left over to add to the waist though so it can sit at my natural waist instead of under my chest. >.< It will probably be shortened to my knees. The material is a crushed velvet, I believe.
My question is what should I do to make it a better looking skirt in the end?
