Black and white are really a good starter. Bodyline too, they have lots of great stuff at really reasonable prices.
But know that if you dress in lolita style, there are huge chances that there will be reaction, from the kids in your school, from you friends, even from your familiy. You must be ready to stand up for yourself (exactly :P) and be proud of what you are.
Last thing: you can start with pieces that are a little more classic to get used to the fashion (and to help prevent shock from others.) Like a pretty black Jsk without all the sweet prints and all for a starter.

Yeah... I'm mostly nervous that my boyfriend and/or his family will be freaked out by it.
(I mean, mid school-year, I quit wearing pajama pants and baggy sweatshirts to school and started wearing dresses, and people reacted pretty huge even then. I'm not so much worried about what people think, I'm just, ya know, a teenage girl.)

As for kids teasing you etc, explain lolita to them if you feel inclined or if its your mates or your mum, but if it's random people ignore it totally. If people don't get a rise out of you they'll just get bored!

As far as high school, I will say this... It's a time of vast chaos and immaturity. Just get through it, and it will get better. The people who tease you in high school will approach you years later and tell you how much they admired your individuality and creativity.

After you own that dress, you will have a feel for what accessories, what blouse, what bolero, what shoes would look best with that dress. Again, if you are indecisive, that's because you haven't looked at enough items yet.
Thing is, after a while, you won't be satisfied with that just one dress. Other dresses will start to catch your eye more, beckon, and with that, other items that would go just so right with the dress will pop up as well.
