Question about wearing velveteen

A while ago I posted looking for info on a BTSSB outfit that I missed out on and now I found another chance to buy but i am questioning whether or not it is still a good idea.  This is the peice in question

So my problem is that it is made out of velveteen and I really don't like to spend a lot of money on items I can't wear year round but it is only the top that I am really interested in so I was thinking maybe I could get away with wearing it in summer.  Do you guys think it would look too silly wearing velveteen in warm weather even with it being sleeveless?  Also if I paired it with a non velveteen skirt, would that be too off balance?
