Yes. After his Great Curse remanifested when he learned Epic Zeal of Temperance, and he became prone to killing anyone who lied in his presence, he killed about 75 people in Great Forks before he realized the magnitude of his crimes and consented to be punished. He was subjected to the following torments:
"In punishment for his cold-blooded murder of 75 citizens of the city-state of Great Forks, Philokrates was sentenced to eight mutilations: his hand was thrust into a bowl of fire ants as all the skin was slowly eaten, his body was pierced with 75 shafts of iron, his scrotum was filled with bees, his face was held in acid until both flesh and eyes were gone, his feet were cut off and the stumps bound with poisoned cloth, a Fire Butterfly was summoned within his lungs, burning him from within, his tongue was peeled from his head by centimeters, and lastly, a golden mask was placed over his fleshless face as molten gold was poured into his famous Judge's Ears. As The Three intended, he only barely survived the ordeal to recover."
As it was lawfully sentenced, he has refused all offers to have his feet regenerated - but he needed to walk on something besides stumps, so he invested in a mighty deed to acquire golden feet from Barker of the Jadeborn.
More to the point, combining the power of a Solar exalted with the emotions of great torment is pretty much guaranteed to create a spirit-god, especially since the people of the region will carry the legend of the event for generations. Great Forks is a city rife with spirits, and powerful in their energies.

The important thing here is that I threw out the whole 'scrotum bees' thing completely as a lark, but it fits the setting without the slightest bit of mirth involved. They shoved bees in my junk because they needed an exotic torture that would make the crowd wince.
