What else do you know how to do?

I have a project I want to do, but I need a programmer. I've searched all over the web to see if there is anything free available to do what I'm looking for, but no luck.

In the Excel spreadsheet, other than the initial round of the tournament, where I input the players' names, the rest of the fields are all formulas and drop down menus to select winners of matches, and the losers automatically go to the correct spot on the loser's side of the bracket.

We post this live during the tournament, so I have to update the Excel spreadsheet, save as an html file, then ftp it to the server after every.single.change.

WHat I'm looking for is to have this done all online. Have a program that will generate the brackets for me real time instead of having to use Excel. This way I can do everything online, and in the event we don't have a laptop or internet access, we can do this via a smartphone.

Know how to do somthing like this? We host our site on bluehost.com, which has mysql and all sorts of stuff. If you don't know how to do something like this, know someone that does or maybe somewhere I can go on the web to find someone that would know how to do this?

Maybe I should make my own LJ post, too. :)
