History:
Bill was born into a large family in Goldenrod City. As a child he was like any other little boy, playing, collecting things of interest, and not being too fond of school. In fact, school was his absolute least favorite thing. Upon discovering that Pokemon trainers were granted a leave of absence from school, he hopped on the bandwagon as fast as humanly possible. Even knowing next to nothing about Pokemon, his first capture was an elusive Abra.

He spent the first few months of his journey still knowing next to nothing about Pokemon, even as he continued to capture them. But as time went on, the bond with his Pokemon grew, and questions began to spring up about peculiar things he'd observed. Exactly what sort of poison was in a Nidoran's horn? How did a Vulpix generate its heat? What was with Farfetch'd and spring onions? The very last straw came when he witnessed his Ivysaur blooming into a Venusaur. He knew then and there that he wanted to study Pokemon.

After this revelation he returned home, having captured many Pokemon but carrying no badges to speak of. (He had never been particularly talented at battling.) As a homecoming present his mother, a former Kimono Girl, gave him his first Eevee. Bill was taken with the fuzzy creature right away, especially after learning of its unique genetic structure. Eevee was, and still is, a prominent portion of Bill's research, considering the ongoing discoveries of stimuli that can change it into previously unknown forms.

During his Pokemon journey, Bill noted the most difficult part of traveling was carrying all the PokeBalls after a certain point. Sure, one could put them in a bag or something, but that wasn't exactly conducive to the fast pace of a serious battle. He wondered if Pokemon could be stored elsewhere, kept safe from the outside world or possible thievery. With this in mind he set out to create the Pokemon Storage System, which would allow Pokemon to be transferred into data and stored in secure "boxes" for a trainer to switch out with other Pokemon at their leisure, allowing them to capture a large amount while carrying only a few.

The technology was revolutionary, and in no time the system was adopted by the official Pokemon League, which instigated a maximum of six Pokemon to be carried at a time per trainer. Whether he liked it or not, Bill had prettymuch been given a celebrity status in the Pokemon community. Though he certainly couldn't say no to funding for more research, allowing him to travel across the land searching far and wide and study new kind of Pokemon, along with meeting other likeminded techies who offered improvements on his system.

After an embarrassing incident with the prototype of a Pokemon teleportation machine and a Clefairy, he traveled back to his hometown of Goldenrod to spend some off time with his family. Though he was often called away elsewhere, work never really resting, during his stay he met a trainer with exceptional promise, drive, and compassion. With that trainer he entrusted the very thing that first pushed his work forward: an Eevee.

But even after a few weeks of peace, his vacation was cut short yet again. Team Rocket of all people had taken the entire city hostage. Wouldn't you know it, to the rescue came that very same trainer he saw such a familiar hope in not too long ago. Goldenrod was released, and the last he heard of this exceptional young one they had earned the title of Champion of Johto.

Personality:
First and foremost, Bill is married to his work. Whether it be in his room on a desktop or outside in the sunlight with his laptop, a computer is never very far out of his reach. And if there isn't anything or anyone else occupying his attention you can bet his eyes will be glued to the screen, clack-a-lacking away at the keyboard, typing up or reviewing notes from his studies or making sure the Storage System is running all nice and smooth as it should be. When he's particularly inspired it can be quite a difficult task to get him to realize there is a world buzzing about around him.

When you can get his attention, Bill is a warm and sociable individual. Though he isn't exactly an extrovert, he'll be more than happy to greet anyone with a smile and friendly conversation if they're willing to do so in kind. He very much enjoys a casual sort of atmosphere, though his workaholic tendancies can provide an odd mixture of friendly and professional, like a peppy tech support guy. This isn't helped by the fact he tends to keep a comfortable distance from just about everyone, and personally is...pretty isolated.

This is due to some unfortonate paranoia. While he's quick to be kind or lend a helping hand, he isn't that quick to trust. Anything not readily available in the media will take a good deal of effort to get out of him. Otherwise he'll just clam up like an awkward little Shellder or find some way to steer things in a more comfortable direction. He holds those he does trust very closely, unafraid to let out his inner absentminded doofus among them, and be as caring to them as they are to him.

Also Pokemon. They tend to bring that out in him too. Perhaps moreso than people.

Powers: Squishy human, jack squat! Unless you count his intellect and computer prowess.

Writing Samples
First-Person Sample: [A video abruptly cuts on, a young man fiddling with the camera to get it propped up correctly while an Eevee rested contentedly in his lap.] Oh! It's on, good. [He sits back, gently scritching behind the Eevee's ears.]

Hello, everyone! My name is Bill. It seems I'm in a rather...interesting predicament, but I'm told quite a few people here are in it as well. I was also told there is a network in place for mass communication, so, if anyone on this network would be so kind as to offer me any help in a matter it would be very appreciated.

This matter being, does anyone know where the Storage System admin of this region might be reached? There's a laboratory in this town, but the professor seems to be absent and no one else here knows. I'd like to get in touch with them as soon as possible.

Third-Person Sample:
Well. This was one of the stranger situations Bill has found himself in. Seated in a small town of a foreign country he knew next to nothing about with an Eevee he'd never seen before curled up asleep on his lap. Not that the company was distressing, but his lack of memory as to how he got there certainly was. Unova was still barely a blip on the Kanto/Johto continent's radar, he didn't even have a solid idea of where it was to properly plan a visit. There was no Pokemon Center in town, and the local laboratory was unattended...he had to get to a computer somehow.

Someone he asked had mentioned a device called an XTransceiver that should've been in the bag he had been given by the old man that had told him where he was. Actually looking at the thing it was kind of reminiscent of a PokeGear, so it shouldn't be too difficult to figure out. Settling back on the bench, he began to inspect every little button, every digital avenue no matter how small or unrelated to his ultimate goal.

The process of figuring out something new seemed to calm him down. Organizing through all the information felt like organizing his own thoughts. Not to mention a few things he found were pretty informative. A communication network, and...mentions of local boxes? That was strange, he didn't authorize anything in Unova...then again, he did apparate here in his sleep. He needed a little more info to start making more sense of this...
