Water Vampires

Sorry to those of you who already are on pics RSS feed -- but I just wanted to point this out. There are two accompanying photos in my flickr stream: the drying-up lake we passed a few miles before, and the view of the locale across the street.
On our way out of LA 4 hours earlier, I had observed with great anger an LA DPW cement water diverter with tons of fast flowing water in a cement chute, open to the sun, evaporating god knows how quickly in the hot sun. What idiots!
Or am I missing something here? To be fair, I'm not well-informed on the issue. Please tell me what you know.
