I think the reference is to the jewel that the Sun Goddess gave to the Storm God after he had completed his penance and they reconciled. I can see why Kid would be attracted to such a gem. A sapphire which sparkles brightly, like a teardrop cast from the Sun Goddess's eye.

Actually, I'm afraid that we're going to be at a major disadvantage. The Inaba Police Department is too caught up in the serial murder case to spare any manpower, and I doubt the Tokyo Metropolitan Police would take this sort of case seriously. Not only that, I don't think any police department in my world would be capable of handling a phantom thief of Kid's caliber.
So, if we count you, myself, Hakuba, and the current security at the museum right now... That's only about a dozen people.
As I said, Inaba is a small town, and our police department is under budget. Not only that, they're all focused on the serial murder case. I still need to make an accurate head count of all the security personal, but it can't be much more than a dozen.
You're right... Kid always likes a large crowd because he craves the attention, but there's also a practical reason behind it: he disguises himself as one of the guards, and then escapes through the crowd! The fewer people around, the fewer choices he has for a disguise!
And we know for certain that Kid can't disguise himself as one of us: you're a child and I far too short. So, that's even fewer people there.
