If Walter were merely a normal human, he would have been stopped already. Knowing that fact only, we can assume that his chip was removed.
Has no one considered the possibility of using the chip in reverse? While it is in, it inhibits one's abilities, and upon death the chip is replaced. Once the chip is put back in, the individual's abilities are deemed useless.
If Walter is to be stopped, perhaps an attempt to replace his chip would be the best effort. Of course it's merely a theory, but it doesn't seem like any other possibilities have been announced besides an unorganized attempt to capture and restrain him.
On an unrelated note, I believe this incident proves the ineffectiveness of the police force, unless an attempt to restrain Walter has already been made. Perhaps after this incident the police force should meet and discuss the matter.
Edit: After this incident, I believe it would be wise to restrain this Joker individual as well.
