Hey everyone! This is SUPER BELATED, but the weapons shop has had a slight alteration of their selling policy since they rebuilt after the hurricane.
Basically, this here now applies to any weapon in the shop, sans the gun-specific stuff about needing Lockon's supervision and such.
So if your character wants a weapon and she's never sold to him or her before, they'll need to get a reference from their employer and a friend. This is mainly due to the whole Apostle incident, since she doesn't want anything else she sells to be used on a murder spree.
