The countries also benefit from the ENPI Regional Indicative Programme East, with a programmed amount for 2007‑10 of EUR 223.50 million, and for 2010‑13 of EUR 286.57 million. The ENPI Interregional Programme for both East and South had a programmed amount for 2007‑10 of EUR 523.9 million, and for 2011-13 of EUR 757.7 million. The countries concerned also participate in ENPI-funded Cross Border Cooperation programmes.

In addition to the ENPI, the countries may receive support from other EU instruments and thematic programmes, such as macro-financial assistance (MFA), the European Instrument for Democracy and Human Rights, programmes for Non State Actors and Local Authorities, and the Instrument for Stability.


The ECB does not provide funding for the countries concerned. The EBRD is not an EU institution but reports on its operations in its annual reports (http://www.ebrd.org/pages/research/publications/flagships/annual.shtml). The European Investment Bank (EIB) is an EU institution with operations in the Eastern Neighbourhood region. For the period 2007‑13, EUR 3.7 billion of EIB funds is available for Russia, Ukraine, Moldova and - subject to future Council Agreement - Belarus, as well as the Southern Caucasus (Armenia, Azerbaijan and Georgia). MFA operations take the form of medium/long term loans or grants (or an appropriate combination thereof). They are guided by the principles reaffirmed by the Council in its conclusions of 8 October 2002, which underline the exceptional nature of this assistance, its complementarity to the financing provided by the International Financial Institutions and its policy conditionality. MFA complements financing provided by the International Monetary Fund (IMF) and, generally, the World Bank for the funding of appropriate adjustment or reform programmes. Information on MFA operations is given in the annual report from the Commission to the Council and the European Parliament on the implementation of macro-financial assistance to third countries. The latest annual report (COM(2009)514; SEC(2009)1279) was published on 8 October 2009.

The outstanding amounts of EIB and MFA operations are reported in the latest Commission report to the budgetary authority on guarantees covered by the general budget - situation at 30 June 2009 (COM(2010)188).
