Here's some contemplation on one of my favourite pairings ever (next to, you know, Harry/Draco), because I'm bored at work, and instead of finishing the fic I need to get done, I'm blaring music on my ipod and letting my mind wander. I'm an excellent employee. Am home now and just posting what I typed at work. Because that's what I do.

I think you've made some excellent arguments here. Ianto is indeed very loyal, and that's a strong point in favor of him not sleeping with anyone else while taking care of Lisa. You've also provided a very plausible reason for Jack's overreaction during "Cyberwoman," which is one of the bigger speed bumps in the "they weren't doing it" theory.
That's one of the things I really enjoy about watching the relationship, that we don't really know for sure. I think there's strong, persuasive evidence to support both theories, and that really, in the end, if canon nails it down either way we won't necessarily be the poorer for the information. But like I said, you've made some really good arguments, backed up by what we know about the characters.
Full Disclosure: If I were forced to choose, I'd say that they were sleeping together before "Cyberwoman," (51% yes they were/49% no they weren't) but I also wouldn't be in the least bit surprised--for the very good reasons you've noted above--to find out that they weren't. I do have a lot of fun guessing, though. :)
