[The intercom. system had kicked on, then off, five times before Elena simply had enough. 'Nervous Intern' from Ivan's Office' (or whatever her name was, she really hadn't been much concerned to ask first they met) had been bumbling about with the microphone receiver for what felt like an eternity, serenading the public with the occasional jolting squeal of feedback as she failed rather spectacularly to figure out a simple button layout...
"Damn it, girl-!" she'd growled, yanking the wired mic from the girl's hands so roughly it almost snapped away from its base. They both stared at the taut cord between them in silence, eyes eventually meeting as though they'd both had the same thought at that very moment.
"M-M-M-Ma'am-?"
"Get out of my way, child, or this," and here her eyes dropped back to the potential murder weapon, -"is going around your--"]
Strategically positioned speakers located all around the settlement of Veles spring to life for the sixth time in the past five minutes, echoing what may have been the word 'neck', before a voice that is quite distinctly the perpetually annoyed Official, Elena Vahn, continues without missing a beat:
"Attention, Veles Citizens. As I'm sure you know, today is Saturday, the 27th of April; Rations day. My assistant, Lieutenant Maes Hughes, and 'company', will be operating this procedure as normal from their tables near Victory Square.
As the Temple is still under... renovation... everyone is expected to stay away from any construction equipment or tools in the area. All those who are caught trespassing in the area will be apprehended with much prejudice and issued a Disciplinary Ticket, which you will have to take to the Police Department in District 3 within a certain amount of time..." here, her voice spells laughter, "You will then proceed to pay the amount requested on said 'Disciplinary Ticket' in order for you to not be put in detention for 'Failure to Pay a Disciplinary Ticket'."
(Elena has never been very good at hiding her true delight; which is probably why the term 'Schadenfreude' often comes right after a sarcastic 'good luck' when her associates try to describe her.)
"As for further announcements: Security will remain on alert while our surviving Salvage Crew recovers in Quarantine at the hospital. Solanum levels, while not currently at 'direct threat level', are still a concern for the inside of Veles until all crew members have either been 'deemed safe' or 'put down', in the case of a looming threat.
However; it is with pride that I am able to tell our citizens that the salvage mission perpetrated by Cid's Construction and Renovation, as well as our own Soldiers, was a success. Everyone should be grateful to see our illustrious settlement receiving some much-due repairs to key 'problem areas' over the coming months."
She pauses only briefly before switching topics. "Physical health screenings are held for the health and safety of any new arrival to the Great Settlement of Veles. You are to be courteous to all authority figures and are expected to follow all directions your Escort provides you. Disobedience and rebellion will be met with force. Cooperation without question will make your time much more... reasonable."
