It's Halloween! It was once said this this was a day when all sorts of unnatural things would happen, so people used to party and dress up to keep ghosts away. And blend in when walking around outside.

[Hi Selphie, have a cheerful, helpful womanizer nice guy on the feed! He makes a "spooky" face for emphasis before smiling normally.]

Anymore it's just a chance to have fun with other people, though.

Witch costumes are always popular! Ah, I think some of the stores have a large selection of them, so you could always browse for ideas.
