I can not understand why, should they wish us to survive, the scientists would see fit to overpopulate the city.

So great a number... there are hardly enough resources to provide for us all, surely?

Be cautious as you go. Fiends also lurk by the lake, and are known to attack on occasion. In this city, it does well to have the means to defend oneself.
