Personality:
Speedwagon is quite the loyal companion that anyone could ask for, particularly the Joestar family. In fact he sticks by Jonathan's side throughout the journey to defeat Dio, even when he wasn't asked to. He sees good in the heart of others and can recognize an honest man when he sees one. Although he first is introduced as a common street thug, but when battling Jonathan Joestar, he realizes the fellow's noble intentions and offers to aid him.
While on the outside, he may appear to be the type to turn tail and run, he will in fact do what he can to help out. Though more often than not, the opposing side is too powerful for him to handle and he is left to watch the battle from the sidelines. This is not to say he's not eager to become stronger to be of more help, but he lacks the motivation and the dedication. He makes various claims of wanting to be able to help in the quest to defeat Dio, but is powerless to do so.
Growing up on the streets, Speedwagon has learned the ways of thievery and snooping around to gain various information that becomes helpful to his friends. He has admitted to stealing, but never once has he gone as far to kill another human being. He also claims to know a good person from a bad person just by their smell. The fellow also isn't fond of the kind of folk who are too naive and cry over every little thing.
This needs to be more developed...
Abilities: This section may end up being optional for you. If your character has any abilities or powers, such as magic, they'll be taken away upon arrival in Mayfield. These will come back over time, though. Gotta think here.
