Q1: So, if my character talks to Dietrich, is it automatic that he'll put strings in them?"
A: No! I go by the assumption that the strings have a initial limit to be "put on". I define that as being within one foot of Dietrich. Placing them is also an entirely concious act on his part, so if he is PASS'D OUT! or not paying attention, they won't be. However, if Dietrich is normal and concious, they will be placed out 99% of the time because he is an opportunistic bastard.
Q2: What do the strings do?
A: The strings control a person as if they were "a puppet". This is anything from movement to even getting as complex as controlling thoughts. However, I place the limit that Dietrich cannot control more than 3 living people at once without the effects dulling somewhat.
Q3: How do they work/what are they?
A: The strings are made of some kind of biosynthetic material that Dietrich discovered/made/perfected. It is either a bacteria and enzyme combination (most likely) or nanomachines. Yay contradiction. I go for the biological one. They work by embedding themselves within the nervous system, and are undetectable by even sensitive immune systems or sensors. They work by transmitting electrical signals identical to those of the brain.
Q4: Is it possible to make the strings go away?
A: The short answer is no, the long answer is yes. The long answer is yes because it is indeed possible, but the only known way is to be subjected to extreme heat. But, unfortunately, the amount of heat required will kill the puppet unless they are flame resistant. And if you die, that just makes Dietrich's job easier. See why below~
Q5: What if my character has died once?
In realityshifted, once you get sparkly blood, you are, for all intents and purposes, living again. However, if your character dies and leaves a nice, fresh corpse, Dietrich can preserve the corpse and "reanimate" it with his strings. Which is easier for him, because the strings are more effective when the subject is, you know, dead.
Q6: Who will be able to sense the strings and how?
A: Psychics, in themselves, will not be able to sense the strings unless they go probing into Dietrich's mind to figure out that's what they do and that he has done so. Creatures with a very strong sense of smell will be able to sense them, but bear in mind that...it smells like common bacteria. So unless your character is both, there are some holes.

A: No! The strings are by Dietrich's will as well. He cannot unconsciously control a person. So, unless specified otherwise and commented on OOC, your character is not being controlled.
Q8: What are the range of the strings?
A: Not exactly stated in canon, but several miles, at least. However, as specific to realityshifted, if Dietrich is at "home", he cannot control someone on the plane. They have to be on the same plane of existence. However, if both the controlled and Dietrich are at their respective homes/the city, then it's possible.
