It means that Duncan has propped his communicator up next to a ludicrously big stereo system loaded up with a fresh batch of cds from the Nostalgia Nook. With the volume cranked. And the communicator broadcasting.
Which means whether they like it or not, anyone with their communicator on is about to get a crash course in punk rock, volume cranked all the way to eleven. Right where it should be. As for Duncan himself, well, he's just gonna kick back and relax on the couch that came with the apartment and wait for the hate mail. Because hey, what good's a housewarming if you don't burn a few bridges, bust a few eardrums, and make a whole lotta new enemies?]
