What does it rate? I looked but I couldn't find any information on what the community is all about.

To join the communtiy you fill out the application and add three clear pictures of yourself and current members of the communtiy will rate your pictures with a yes or no and adding up the yes's and no's you will be accepted or rejected. If you are accepted you get to rate other people's applications and you can post pictures whenever you want to.

I'm sorry. That doesn't sound cool to me. The "rating people's hotness" and being "accepted if you look a certain way" I don't get it, I don't dig it and I won't have any part of it. It's degrading.
