I said I would, and I did. I've sorted out Fraser's salary, taxes (Federal and Provincial), and how the sum total converts to a paycheck in Chicago.
All figures are in Canadian Dollars unless bolded.
Standard Salary for a Constable First Class: $64,059.00
RCMP's Salary Info Page Federal Taxes on that Salary in 1998: $14159.79
Canadian Gov't Tax Site Provincial Taxes - There's never going to be complete resolution on where Fraser claims his residency, NWT or Yukon, at the time of Due South.

here, which concludes that it's probably in the Yukon, but I'm going to list both options. I also did the math incase there's some odd ex-patriot policy about needing to file through Ontario since Ottawa's there, but it's unlikely.
Yukon Provincial Taxes and Surcharges: $7133.90 ($7079.90 + $54.00 Surcharge)
NWT Provincial Taxes and Surcharges: $6371.91 (No surcharges)
Ontario Provincial Taxes and Surcharges: $7926.12 ($6051.89 + $1598.88 Surcharge + $275.35 Surcharge)

Thus total taxes paid were either YK-$21,293.69, NWT-$20,531.70, or ON-$22,085.91
The remaining income is converted below. The Loonie was down in 1998, rather badly.
Here is an article on the low CA rate at the time. I'm not sure how objective they are, frankly, but numerics in the first few paragraphs should be accurate for gaging, and generally you get gouged both ways on conversions above and beyond the posted trading price. I'll try to dig up another article from McLean's or something if I get a chance. I converted based on a 1:0.68 rate of conversion. I thought better to lean on the conservative side.
Thus his take-home pay was Y- $42,765.31 : $29,080.41 or NWT- $43,527.30 : $29,598.56 or ON- $41,973.09 : $28,541.70
Divide that by 26 2-week pay periods and Fraser makes either:
Y- $1,118.48 / NWT- $1,138.41 / ON-$1,097.76 per pay period.
Property taxes are a bit trickier since they vary by city and or county.
Here is an example of property tax rates. The problem is that we don't know how much land the Frasers ownned/Fraser owns, so it's hard to estimate what Fraser would pay a year in property tax. Average price of a sold property in the Yukon can be found
here. It was a bit under $200,000 in 2005 for a property in Whitehorse, but prices everywhere have been rising since the late 90's.
Fraser's other major financial expeditures would include: Rent (Seasons 1 & 2), Dining out (figure $300.00 a month when he doesn't have an apartment since he states in 03x09 Asylum that he "Goes out for Lunch", possibly ranging up to $600.00 depending on how much you think he uses the consulate kitchen), Vet Bills (Dief would have to have a Chicago-based Vet, and unless someone else can point out a contradiction, he's not certified with the RCMP as one of their K-9 units. this post for a breakdown on Dief's expenses. Vet Bills total $1,700.00 per year.), Dog Products (See previously linked post for a breakdown on food, meds, etc. Total for the year is $616.71. Arctic Wolves aren't immune to heartworm or Lyme Disease, just because Deer Ticks don't *live* North of the Arctic Circle doesn't mean they don't bite critters born there), and of course Dry Cleaning.
