Caretaker gov't appointed in Pakistan

I did another FSRN feature today on Musharraf's appointment of a caretaker government last night, and the response from civil society. Not surprisingly, people are pretty skeptical of the caretaker PM's ability to hold fair elections during martial law. Can someone explain how political parties are supposed to campaign when (a) many of their upper leadership and party workers are in jail, (b) gatherings of 5 or more persons in a public place are banned and (c) media restrictions prohibit publishing anything that "bring into disrepute" the President?
