Before I start, let me say this - I love the Tonto quote. And there's a deliciously snide remark about ratatouille the episode as well!

1. For Ben, these are fundamentally different situations. There are laws and lawlessness.
In the case of Fraser Snr, the man was murdered (definitely illegal) before he could reveal other illegal acts (bribes, malfeasance, depraved indifference to (animal) life, not to mention the dangers of an inadequately engineered dam (think New Orleans and her inadequate levees - it was publicly known that the city could never withstand a level 4 hurricane, and Katrina was a level 5). Logic is not always a strong point in city emergency planning.
But Fraser wasn't fighting the dam, just the laws broken in its creation and operation. He was looking for his father's killer, not trying to bring down a superior officer. He went where the trail led, and suffered the consequences of his efforts.
Quinn and Fraser don't like the results of what appears to be a lawful decision (It's called Eminent Domain in the US). Is it nonetheless a legally obtained one? People are forced to sell their land to the government (or other agents of change) for the benefit of all, at a so-called reasonable market price. Lawyers can usually tie this up in court(s) for many years, and the savvy know to use the system against itself.
Who's to judge what is right, or even fair? We all struggle for those answers, and changes in laws reflect those struggles. And what battles are you willing to engage?

2. Fraser had a very formal old fashioned upbringing, so it would be only proper to give one's proper named upon formal introduction. It's interesting that people call him whatever they wish to, rather than Benton Fraser stating a specific preference. I mean, his rank (Constable) isn't part of his name, though it might as well be, since he's often called just that. So he answers to Benton, Ben, Benny, Fraser, Frasier and Constable. I don’t think it really matters to him.
Now, I wonder what Dief calls him…

3. Nah, kick in the wherever works for me. Unless YOU can see Fraser playing the 'bad' cop. He certainly couldn't do it in Mountie on the Bounty, even to save Ray. The only time we've ever seen this edginess in Fraser was in Bird in the Hand, where he makes no bones about threatening Gerard.

4. Hey, his mom calls him Stanley. So how undercover can he really be? Stella probably gave out the phone number. Remember she's close to Ray's mom.

5. Different people influence others in very unexpected ways. Both Quinn and his father popped in and out of Ben's world, helping him grow up, though I suspect Fraser's grandparents were the glue binding both Quinn and Fraser Snr to Benton. They were the eternal guiding passion once his mother was gone. They taught him to listen and learn, and how to confidently be his own man.
